Moving cursor with the keyboard in text mode?

I know you can move a selection using the keyboard arrow keys. Is there any way to move the cursor pixel by pixel when in Text Mode? What I want to do is select Text Insertion Mode and then move the cursor pixel by pixel to a defined spot in the image and then left click the mouse to bring up the text dialog.

Is this possible?

No, but you can move the created text layer pixel by pixel using the cursor keys.
