What we call "GIMP 2.9" is the development version, so there is not *one* GIMP 2.9, as it will change at each and every commit (like several times a day often). This is typically a moving target.

GIMP 2.8.14 is the last GIMP stable release (I see Linux Mint 17 still uses GIMP 2.8.10, but I assume they will update at some point, soon hopefully).

If you were to use the development version, be prepared to crashes, weird behavior, broken tools, etc. (anything to be expected from a dev version). And of course, worst of all, there is the risk to lose hours of work in case any of these problems happen. If you are ok with these, then there are some nightly builds available: http://nightly.darkrefraction.com/gimp/

you can use
https://launchpad.net/~otto-kesselgulasch/+archive/ubuntu/gimp-edge

To add this PPA open a terminal and type

sudo add-apt-repository ppa:otto-kesselgulasch/gimp-edge sudo apt-get update && sudo apt-get upgrade or sudo apt-get update && sudo apt-get install gimp

Some of the plugins written for gimp 2.8.x won't work. *
But as Jehan said: Use it on your own Risk!*

it would be nice if packages for the development branch would give users the ability to keep the current stable GIMP installed as well - being able to compare the behavior of the two is one of the points of installing a development version.

If the 2.9.x package wouldn't be called gimp, but e.g. gimp-2.9 (or something similar, if this name doesn't correspond to Debian/Ubuntu package naming policies), this could be achievable.

What will be the name of the upcoming babl version?

babl 0.11 or 0.2? It's very important for the packaging regarding a parallel installation of Gimp 2.8 and Gimp 2.9.
