Hi,

One way to make an octagon selection in 2 minutes:
1. Use rectangle select tool, set to fixed size and enter a size with
equal sides to make square. Select a square.
2. Use rotate tool, set the object of transformation to Selection and
rotate it by 45 degrees.
3. Use the rectangle tool with the same fixed size, set the mode to
Intersect with the current selection (Ctrl+Shift)
4. Select the rectangle in the same position as the previous

Once you have the selection, you can stroke it or fill it with anything
you want.

A way to make it in 30 seconds is to use Inkscape to draw the shape,
and then import the resulting SVG file straight into Gimp.
