Subject:	Where does the HTML documentation

I downloaded GIMP. I downloaded and unzipped, tarred, whatever, the
documentation. Gimp help doesn't know where it is. Where/how do I
get Gimp help to find the documentation. Why isn't this in the
on-line help, anyway?
