Dependency gtk-encode-symbolic-svg

Hi,

Today (after a week or so break) this new dependency, gtk-encode-symbolic-svg was needed for the Git version.

My google foo has failed me and would like to know where this dependency is to be found.

There doesn't appear to be any reference to it in the docs.
