Port py to plugin?

I found:

https://github.com/BruXy/colorize

But it cost money and I don't realy like, what I do like is:

https://github.com/satoshiiizuka/siggraph2016_colorization

But It has not been ported as a plugin like the other. How do I port this as a plugin? Or can someone here do it that is good with it?
