Supporting custom file formats

Good day GIMP developers.
I would like to develop a tool that would help me generate custom animation files for a game I'm working on. I've realized that GIMP already has a lot of the functionality I need so it may be a good option for me to write a new file export plug-in. Is there a way to do this in Python, or will I have to use the C API? Also, what are some good docs on the subject? Thanks in advanceMichael
