Open popup dialogs on primary monitor

In a multimonitor environment, GIMP frequently opens popup dialogs on a different monitor than the main application, requiring users to move the mouse across large displays to respond to common actions (open, save, plugins).

Please open popup dialogs on the primary monitor, especially in Mac OS X.
