Jenkins: performance monitoring job for help docs

Hi,

because we lately had problems with low loading times of the GIMP help docs, I've set up a performance monitoring job at Jenkins:
https://build.gimp.org/job/_infra-monitor-docs/

It downloads the help index file for each help language and averages the loading times.
The time limits to mark a build as ok, unstable or failing are: Up to 1 second: ok,
1 to 9 seconds: unstable,
10 seconds and more: failing.
