Disappointed to find that, like every other time I've tried to load a 2.8 version (for Windows 10) I get a Runtime error. GIMP had just started for the first time, I chose File->New and by the time I'd read over the dialog box, it crashed with this error.

Nothing to do with new developments. I suspect I don't have the correct runtime DLLs, but I don't know how to either check or download what's needed.
